q8 work notes

• r9_cut.md — dead line: $R\le 9$ with $Q>R/(R+1)$ cannot beat $1.1021$.
• s_gt_3_replay.py — two-shell $s=4$ rational $-1025/2048$.
• smallz.py — Lieb still best integers at $Z=2,\ldots,6$.
• analyze_M.py — $M$ at the q8 targets; PSD+NN still fails.
• sharper_cut.py — Chebyshev/Hölder on the endpoint slab.
• lift_notes.md — $n=33$ target $0.9112$ compact $\gamma$ at aspect $10$.
• Scan and face dumps live in ../certs/.
